Once your application is accepted, your dedicated Implementation Team is formed and your institution follows our proven 5-phase roadmap to go fully live.

Once an application is received, you can expect a contact within two weeks to set up an initial meeting with key leaders at your school, including the Academic Dean. At this initial meeting we solidify our partnership, introduce you to your Regional Director, discuss the Implementation Team, and explain the following Implementation Roadmap.
Implementation Roadmap
Implementation of Horizon's services and the quality usage of our online education tools depends primarily on the time allotted, commitment, and willingness of both administrators and faculty. While some have chosen to allow early adapters to begin first, thus gaining positive momentum, others have chosen to require adaptation of these tools all at once. Your institution's journey will be unique, but following is a realistic roadmap of the onboarding process. Following each of these steps ensures that your institution is technically prepared and that your faculty is fully empowered to deliver high-quality digital learning.
Overall Vision & Formation of Implementation Team
Weeks 1–4We begin by working with your administration to identify and recruit a dedicated Implementation Team. This team, made of local staff and faculty, becomes the long-term driver of the program. This group undergoes intensive, hands-on training across the CRM, SIS, and Moodle™ platforms and are equipped to help train the rest of the faculty.
Faculty Orientation
Weeks 5–6Transitioning your educators starts with a simple orientation to the Moodle™ platform, Orientation to HISMoodle. A student-focused version will also be provided for you to use with your students.
Online Teaching & Course Development
Weeks 7–18This phase focuses on providing a flexible, self-directed path for both pedagogical and technical training. During this period, educators engage with the Essentials of Online Facilitation course, which is designed to help them reimagine their teaching methods for the digital landscape rather than simply replicating traditional classroom styles. Faculty also participate in the Moodle™ Skills for Course Builders workshop to level up their technical expertise, moving beyond basic building to utilizing advanced facilitator resources. The primary goal of this phase is to build practical Moodle skills that allow faculty to create engaging, interactive, and resource-rich learning environments for their students.
Launch Preparation
Weeks 19–26Launch preparation is dedicated to continuing course construction and quality assurance, ensuring all materials are polished and ready for the first cohort of students. It also includes exposure to a rich repository of resources for course facilitators, including task lists for what to do before, during, and after your online course.
Continuous Improvement
OngoingThis is an ongoing stage based on the principle that true mastery of online education develops over time and through consistent practice. Because your school is working within a living digital environment, courses are not static and should be improved and refined as the online program matures. To support this evolution, the roadmap provides AI-guided continuous improvement tools and other resources to help educators refine their delivery and materials. Ultimately, a dedicated commitment to this continual improvement process ensures that your institution's digital learning offerings remain high-quality and pay off quickly for both faculty and students.

ICETE Member Discount
If your institution is accredited or validated by an ICETE member body (such as ACTEA, ATA, AETAL, or MENATE), you are eligible for an immediate $100 to $400 annual discount based on your user tier, subject to verification.
3-Year Sustainability Grants
Horizon provides fixed 25% grants for 3 years to assist institutions in growing toward long-term operational sustainability. Grants are contingent on demonstrated financial need through a formal Grant Application, which is completed immediately after submitting your initial Education Partner application.
